Delaware River and Bay Authority Welcomes New Commissioner - New Jersey Governor Chris Christie Appoints Richard S. Mroz, Esq. to the Bi-State Agency
(New Castle, DE) Today, the Delaware River and Bay Authority (DRBA) Commission welcomed new board member Richard S. Mroz, Esq. of Haddonfield, N.J. as Vice Chairman James N. Hogan administered the Commission Oath of Office to him prior to the bi-state agency’s monthly meeting. Commissioner Mroz, who was confirmed by the New Jersey State Senate on June 28 to replace Mr. Niels Favre, will serve a term that extends to July 1, 2015.
“I am honored that Governor Christie chose to appoint me to serve the residents of the State of New Jersey as an Authority Commissioner,” Mroz stated. “As former Chief Counsel to the New Jersey Governor, I am very familiar with the Delaware River and Bay Authority – its organization and operation. With its family of transportation facilities, the Authority plays a key role in the economic future of South Jersey and I look forward to working with my fellow Commissioners and management to continue to maximize the Authority’s full potential.”
Richard S. Mroz, Esq. is the principal in his own government affairs consulting business that concentrates on regulatory and governmental relations, regulatory affairs, business development and issues management. Commissioner Mroz is also Of Counsel to Archer & Greiner a full-service regional law firm with offices throughout New Jersey, as well as Philadelphia, PA; New York City, NY and Wilmington, DE and serves as co-counsel and legislative agent for the New Jersey Conference of Mayors.
Prior to starting his own business, Mr. Mroz served as Governor Whitman’s Chief Counsel, providing guidance on legislative affairs, judicial and prosecutorial appointments, as well as, legal, policy and management issues in New Jersey. Mr. Mroz also served in the following capacities: Director of NJ Governor’s Authorities Unit (1993-1998) and County Counsel for Camden County, NJ (1991-1993).
“Mr. Mroz has a tremendous amount of experience in both the private and public sectors, most notably in government relations and business development,” Hogan said. “He will bring additional insight and expertise to our policy discussions and we’re fortunate to have him as a member of the New Jersey delegation.”
“Commissioner Mroz has built a distinguished career in public service in the State of New Jersey and is an excellent addition to the Board,” Green said. “We understand the time commitment involved and are thankful he is willing to serve the people of New Jersey and Delaware as a board member.” Green noted that Commissioners are not compensated for their service to the agency.
In 2007, President Bush appointed Mr. Mroz to the Commission on White House Fellows, America's most prestigious program for leadership and public service. White House Fellows typically spend a year working as full-time, paid special assistants to senior White House Staff, the Vice President, Cabinet Secretaries and other top-ranking government officials
Active in civic and community activities, Commissioner Mroz serves on Board of the Federal Home Loan Bank of New York, the Board of Directors of the New Jersey Alliance for Action, the Advisory Board for the William Hughes Center for Public Policy at Stockton State College, and is past Chairman of the Board of the Volunteers of America of the Delaware Valley. Mr. Mroz is also very involved with his alma mater, serving for many years on the University of Delaware Alumni Association board, including a stint as the President of that organization.
A graduate of the University of Delaware with a Bachelor of Arts degree, Mr. Mroz earned a Juris Doctorate from the Villanova University School of Law and was admitted to the Bar of New Jersey, Pennsylvania and District of Columbia. After serving as a law clerk to the presiding judge for the Camden County vicinage of the New Jersey Superior Court in 1986-87, Mr. Mroz began practicing law with the southern New Jersey law firm of Cahill, Wilinski & Cahill.
Mr. Mroz is married to Lynne Mroz, M.D. who is the Medical Director of Center One, a surgical center operated by Einstein Health Systems in Philadelphia, PA. Mr. Mroz and his wife have two daughters, Julia and Caroline, and a son, R.J.
The Commission is comprised of twelve commissioners - six each from Delaware and New Jersey - who are appointed by their respective Governor.

The Delaware River and Bay Authority, a bi-state governmental agency created by Compact in 1962, owns and operates the Delaware Memorial Bridge, the Cape May- Lewes Ferry, the Three Forts Ferry Crossing and the Salem Business Centre in Carney’s Point Twp., NJ. The Authority also manages corporate and aviation properties through its economic development powers - two airports in New Jersey (Millville Airport and Cape May Airport) and three in Delaware (New Castle Airport, Civil Air Terminal and Delaware Airpark).
