Delaware River and Bay Authority Names New Deputy Police Administrator - Welcomes FBI Veteran Michael C. Howard
(New Castle, DE) Today, Delaware River and Bay Authority officials announced the selection of Michael C. Howard of Fredericksburg, Virginia to serve as the agency’s new Deputy Police Administrator, with a rank of Lt. Colonel. Mr. Howard, who has more than thirty one years of law enforcement experience at the federal, state and local levels, officially began his duties on November 3, 2014.

The Deputy Police Administrator, the second highest ranking officer in the department, serves as the primary advisor to the Police Administrator regarding police practices and operations. He will also be responsible for the management and supervision of various administrative and operational units in the police department, make recommendations on staffing and assignments, provide direction on crime prevention activities and highway safety, and participate in the recruitment and selection process for new hires and promotions within the department.
For 24 years, Mr. Howard served in the Federal Bureau of Investigation (FBI), most recently as the Unit Chief of SWAT Operations and Critical Incident Response Group. He was responsible for spearheading training, resourcing, and policy implementation for the entire FBI Tactical Program, encompassing 56 Field Offices and more than 1,200 agents. For the past two years, Mr. Howard served as an outside contractor for the FBI providing training and operational support to FBI personnel conducting operations in globally based chemical, biological, and radiological environments. In 1983, Mr. Howard began his law enforcement career as a police officer for the Southeastern Pennsylvania Transportation Authority (SEPTA).
Mr. Howard earned a Bachelor of Science degree in Education from the University of Dayton. He is also a certified instructor in numerous law enforcement facets, including Weapons of Mass Destruction, SWAT, Firearms, Special Weapons and Tactics, and Street Survivor/Practical Applications.
