Consolidating primaries is a good start

March 13, 2026

Allow me the opportunity to endorse the excellent commentary by Rep. Stephanie T. Bolden in which she states Delaware needs to consolidate primaries. When I first moved to Delaware from my home state of Pennsylvania, the first item that surprised me was it seemed as if Delaware was always having an election. If I may, I would like to suggest even one step further and include school district elections and budget requests in that same election system. In the spring, do primaries. In the fall, do general elections for everyone – federal, state and local. Since school board elections do not need primaries, their election could occur as part of the spring primary so they would be in place for the upcoming school term. With regard to school district budget requests, they would have two opportunities, either fall or spring, to have an approval election. The result, I am sure, would be a major increase in voter participation, especially in the so-called off-year elections, and an opportunity to save a significant amount of money that could be used elsewhere for the benefit of all Delawareans.
