Fostina Dixon and Winds of Change jazz concert set Oct. 19

The Rehoboth Beach Public Library will be hosting a concert by saxophonist Fostina Dixon, a Delaware native, and her jazz ensemble, Winds of Change, at 1 p.m., Saturday, Oct. 19, at 226 Rehoboth Ave., Rehoboth Beach.
