Megan Smith was driving a Jeep Wrangler west on Rehoboth Avenue at 1:08 a.m. when she collided with a bicyclist, 21, who is a J1 visa student, Rehoboth Beach police said. The student was taken by EMS to an area hospital with potentially life-threatening injuries.
