I was watching television during dinner and saw an ad by Sarah McBride where she was talking about her part in passing paid leave for Delaware workers. What she doesn’t tell you is the part about private-sector workers having to contribute to the fund and state workers not having to contribute. So I hope Sarah can level the playing field sometime in the future by having all workers contribute to this fund, not just private-sector workers.
Feedback I got from the State of Delaware in May 2022 when I questioned this is as follows:
“State employees currently don't have paid family caregiving leave, so the state government as an employer will be subject to that. The total contribution for just the family caregiving amounts to 0.08%. While state government as an employer has the ability to split that 50/50 between the state and the employee (0.04%), [the Office of Management and Budget] decided that to be as competitive as possible in securing talent, they would cover the full 0.08% rather than deducting half from the worker. So in short, for state workers, nothing changes for parental leave and medical leave, and they will now be able to access family caregiving leave at no cost to the worker.”
