Sylvia A. Pepper, loved her family
Sylvia A. Pepper passed away Wednesday, Jan. 14, 2026, at Delaware Bay Rehabilitation and Healthcare Center in Georgetown with her only daughter by her side.
Sylvia graduated from Georgetown High School in June 1953 and shortly after married the love of her life, Richard L. Pepper. They were together for 59 years until his death in 2013.
Her employment through the years included Arrow Safety Device, State of Delaware, and 30-plus years at the Sussex Countian in Georgetown as their bookkeeper.
Sylvia was a member of The Water’s Edge Church, Milton. She loved reading her Bible and was a prayer warrior for her family, friends and anyone she thought was in need of prayer. Sylvia and Richard enjoyed traveling to New England in the fall with family and friends for several years. She deeply loved her family and rarely ever missed any of her great-grandchildren's sporting events, school events, or anything they were involved in. Her favorite thing most of all was spending time with her family.
Sylvia is survived by her daughter, Debbie Mitchell (Ralph); grandchildren, Kara Book (Rob) and Ryan Mitchell (Cindy); and great-grandchildren, Gabrielle Book (Liam), Camille Book, Jonathan Mitchell and Julia Mitchell. She will be truly missed and forever loved by her family and the people she touched with kindness and love.
Services will be private.

Services are in the care of Short Funeral Services in Georgetown.
