Independence gets approval for Phase 13

Construction entrance must be approved before any work can start

At its May 26 meeting, the Sussex County Planning & Zoning Commission granted preliminary approval to Independence Phase 13, a 36-lot subdivision on a 19-acre parcel adjacent to the existing Independence 55-plus community along Indian Mission Road and Harmons Hill Road near Lewes.

Developer Sussex Partners LLC of Rehoboth Beach filed an application for a cluster subdivision on the parcel on the north side of Harmons Hill Road with additional access from Abigail Adams Drive in the Independence community.

Independence was approved in January 2005 for 455 single-family home lots on 333 acres. The last four vacant lots have been purchased, with home construction taking place.

Complying with Independence residents' requests, the commission enacted a condition that a construction entrance from Harmons Hill Road must be approved by Delaware Department of Transportation officials before construction can begin. They are also requiring the developer keep all construction debris on the construction site and not use an area in the existing community.

Residents had expressed concerns about construction traffic using existing streets in the community.

Making the motion for approval, Commissioner Kim Hoey Stevenson listed other conditions, including a 20-foot vegetated perimeter buffer that must be expanded to 30 feet next to any existing homes, sidewalks on one side of all streets and construction hours of 7 a.m. to 6 p.m., Monday to Friday and 8 a.m. to 2 p.m., Saturday.
