Children and Families First announces new board members

April 8, 2011

Children & Families First recently announced the addition of five new members to its board of directors. Members who were elected at the agency’s March 15 annual meeting include the following:

Gary Golden is currently the head of retail asset management focusing on the special servicing activities of the bank’s $40 billion loan portfolio after joining Ing Direct in March 2002. Golden has more than 25 years of related banking experience, having previously served as vice president and department head in charge of real estate and special assets for M&T Bank and Keystone Financial, among others. His prior responsibilities also included traditional mortgage servicing on behalf of Fannie Mae and Freddie Mac as well as directing commercial project finance and asset-based lending programs.

In addition, Golden served as a registered representative and dual employee for Keystone Brokerage, creating and delivering sales training presentations to bank personnel. While at M&T Bank and its predecessor institutions, Golden utilized his broad management experience to successfully lead his divisions through four separate bank merger and acquisition initiatives. Golden received his bachelor of science degree in financial management and a graduate certificate in financial planning and taxation from Widener University. Golden currently serves as a member of the Ing Direct Management Committee as well as the Lending and Investment Committee.

Ted Kaufman rejoins Children and Families First’s board after serving in the U.S. Senate, where he took the seat of Sen. Joe Biden after his election as vice president of the United States. During his time in the Senate, Kaufman was a leading voice in the financial debate. He introduced the Fraud Enforcement and Recovery Act with Sen. Patrick Leahy and Sen. Chuck Grassley. The bipartisan legislation, signed into law by President Barack Obama May 20, 2009, strengthens the tools and increases the resources available to federal prosecutors to combat financial fraud.

Kaufman’s provisions on healthcare fraud enforcement were included in last year's historic healthcare bill. As the Senate's only member to have worked as an engineer, Kaufman was especially active in promoting the expansion of STEM education focusing on the fields of science, technology, engineering and mathematics. In April 2010, Kaufman received the American Society of Mechanical Engineering's President's Award, presented to companies and individuals who have made significant contributions to the engineering profession. Kaufman graduated from Duke University with a bachelor of science degree in mechanical engineering and later earned an MBA from the Wharton School of the University of Pennsylvania. In 1966, Kaufman moved to Delaware to work for the DuPont Company, and in 1972 he joined Joe Biden's U.S. Senate campaign on a volunteer basis.

He began working full time for Biden in 1973, and three years later he became Biden's chief of staff - a job he held for 19 years. From 1995 until 2008, Kaufman was a board member of the Broadcasting Board of Governors, the independent, autonomous, federal entity responsible for all U.S. government and government-sponsored nonmilitary international broadcasting.

James Klabe currently serves as marketing administration division manager at Wilmington Trust, a position he has held since 2006. In his role, he is responsible for management of creative and production services, website, corporate events, trade shows and research support. Prior to joining Wilmington Trust in 1998, Klabe worked at PNC Bank for more than 20 years in a variety of capacities, including vice president for sales management. Klabe is a graduate of the University of Delaware and the Stonier Graduate School of Banking. He serves on the board of Survivors of Abuse in Recovery and is a past board member of Junior Achievement of Delaware.

Wilma Mishoe, EdD, has worked at Delaware Technical & Community College, Terry Campus in Dover, for more than 20 years. She currently serves as dean of the Office of Instruction, a position she has held since 2009. Prior to that, she served as dean of Student Services for 14 years. She has also served in a variety of positions at Del Tech, including counselor; admissions, marketing and recruitment coordinator; and affirmative action officer. Before joining Del Tech, Mishoe served as dean of students and director of financial aid at Wilmington University. Wilma received her bachelor of science and master of education degrees from Howard University, and her educational doctorate from Temple University. She is a member of the board of trustees of Wilberforce University in Ohio, and has been active on the boards of VSA Arts of Delaware and Aid in Dover. She is a member of the Juvenile Justice Advisory Group, and is a prior member of the Delaware Foster Care Review Board.
