Police: Millsboro man crashes car, tries to steal work truck to flee

January 11, 2023

A Millsboro man, 27, faces charges after police say he crashed his car Jan. 11 on Route 24 near Angola, then tried to steal a truck to flee.

The crash happened east of Dorman Road about 12:19 a.m., when Richard Mullins crashed his 2007 Cadillac Escalade into an unoccupied construction truck parked along the shoulder, said Sr. Cpl. Leonard DeMalto of the Delaware State Police.

Mullins tried to get into another work truck to flee, DeMalto said, but a worker was able to remove the keys from the ignition. Mullins then fled on foot. Troopers spotted him running away westbound on Route 24, police said, but Mullins ignored commands to stop. He was caught after a foot chase and tasering, DeMalto said. No one was injured in the crash or chase, he said.

Mullins displayed signs of impairment, police said, and he was taken to Troop 7 and charged with felony attempted theft of a motor vehicle, felony resisting arrest, driving under the influence, failure to comply with taking of photographs and fingerprints, and other traffic charges. Mullins was arraigned at Justice of the Peace Court 3 and committed to Sussex Correctional Institution in default of $6,400 cash bond.
